Deploying runtime / MDE version - tools required

Please tell me if I understand correctly.

To deploy an Access 2003 application for a client that does not have Access,
I must purchase Visual Studio to get the runtime version of Access and the
developer add-in to package the final product.

Yikes - I only do small moonlight projects, and all of my clients so far
have had Access and owned the source code of my product. I really don't want
this overhead for this particular customer. Is there any way around this?

Either you purchase the Visual Studio Tools for Office 2003 or the client
buys Office / Access 2003 license(s).

Well, can they not purchase ms-access? 2003, or access 2007 is only $109
if they owned a previous version (do they have a ofifce 97, 2000, 2002 disk
laying
around with access on it?

the full pop purchase price (if you don't have a version of ms-access) is
only $229.

So, in place of spending some serious money on the developer tools, perhaps
just
have them purchase ms-access. It very reasonably priced...

note that for a2007, the developer tools will be free of charge. (while
a2007 is
out..the developer editing is not yet available).
