I have a new Dell Dimension 8400. I set it up last night for the first time.
DEP keeps closing Windows Explorer among other programs. It keeps closing
my control panel. I can't set anything up. Please help me.

I hadn't heard the Dell now provided true Microsoft version of Windows
on Dell boxes. I thought always pushed their own bastardized, er,
customized versions of Windows on their boxes. Could be Dell's
"customized" version of Windows isn't compatible with Data Execution
Prevention (http://support.microsoft.com/?id=875352). Did you call Dell
to find out if they have patch or solution (other than the KB article
already mentioned by Carey)? While you can add exclusions to DEP to
prevent the interference, explorer.exe and control.exe are some rather
basic functionality of Windows XP for DEP to be interferring with. Yet
DEP interferes even with Windows XP's own help system
