Dell Server can't get into bios

I have a Dell Poweredge 6300 that boots and display's info on the
monitor.
It starts off with the BIOS, and then it says press F2 to enter the
Setup (BIOS).
I hit F2, and it says entering Setup. It then continues to do the
memory test, and passed the memory test for the amount of memory I
have (2 GB). After the memory test, it initializes the SCSI board. It
says press Control-A to enter SCSI setup. I can go in there and
everything looks good, the cluster is there, all drives are detected
and on-line.
While it continues to initialize the SCSI board, it dies and goes into
a reboot, and the process keeps looping.
I have tried to reinstall the BIOS software, but it will not boot from
the floppy disk.
I have also tried to boot from the Dell Open Management Server
Assistant CD, but it does not boot from the CD.

Please help if you have any ideas????
