DELL Dimension PSU fan- is it thermal controlled??

I have acquired a dell dimension 2200 it boots up ok but i notice
the psu fan doesn't work. Is it thermal controlled? I note that the
cpu fan is right next to the PSU vents, is that meant to keep the
psu cool? thanks.
