Dell Computer Stuck in Standby Mode

My sister in law's Dell Dimension 4550 is stuck in standby mode. She
told me she never uses standby mode but today on a whim put it in
standby mode and now can't get it out of it. Even by unplugging the
computer and restarting, the green lights on the front just blink and
nothing turns on and the monitor stays black. She has a cable modem
and her phone system is connected to it (I'm telling you this in case
that is relevant).

What about booting in Safe Mode? Even though the monitor is black, by
hitting F8 (I think it's F8 for the Dimension) you should get a boot menu.

Hi have you tried keeping the power button pressed for appox. 15 secs. or so.
Thats what I did when it happened to me. Also to put the standby settings
