Normally you don't "delete" programs. You uninstall them from the
Add/Remove applet in Control Panel. If there is no entry in Add/Remove
Programs, you can look in the program folder for an uninstaller. For the
problem of the program running, you can look in the program's options to
stop it, you can use the System Configuration Utility to prevent the
program from starting with Windows and reboot, or you can try removing
the program in Safe Mode. Since you didn't tell us the name of the
mystery program, I can't give you more specific help.
If you do want more help, please post back and include the name of the
program and what you have tried to do so far.
