Deleting files

How does one delete a file that will not delete as
windows is saying "Cannot read from source file or disk"?
I am a novice ( no experince with back door stuff) Thanks

Error Deleting File or Folder - Cannot delete (filename): Cannot find the
specified path. Make sure you specify the correct path and file name.
Workaround:

Right click the Recycle Bin/Properties/Check: Do Not Move Files to the
Recycle Bin...
