Deleting files from Recycle bin in Win XP - home edition

A question which has intrigued me for ages....

I'm running Win XP
when I delete my unwanted & deleted files from my Recycle
bin where do these files go to?
how are they "deleted" from my pc or are they ever deleted?

any input appreciated

Hi

They are still on your hard disk/partition and *maybe* retrievable if
needed. They can be deleted with a low-level format - which is not
advisable!!
