Deleting "Content.IE5" folder

In my XP Pro system I see I have a folder called Content.IE5 which
has eight folders with strange names like 'SPEVW5MN'.

C:\Documents and Settings\Svend\Local Settings\Temporary Internet
Files\Content.IE5\SPEVW5MN

What is the purpose of these folders?

Can I safely delete their contents? They each seem to contain a
file called 'desktop.ini' so I am not sure if I should get rid of
them?

These seem to be called "Inrenet Files" but I don't often use
Internet Explorer or Outlook Express as I tend to use Opera.

That folder and the sub-folders contain the IE browser cache. Deleting
that folder and its contents is just another way of clearing your IE
cache. The folder will be recreated again if it is needed.
