Content.IE5 folders

Most of the time I see Temporary Internet Files files stored in
directory 1 below under folder "...\Temporary Internet Files".
". But sometimes they get stored in directory 2. I couldn't figure it
out for a long time now. "...Temp\Temporary Internet Files". Under what
circumstance is each directory being used?

1. C:\Documents and Settings\Administrator\Local Settings\Temporary
Internet Files\Content.IE5
2. C:\Documents and Settings\Administrator\Local

There is a bug in Windows XP which causes the TIF folder to appear in
TEMP on certain systems. Logon as another user and delete the TEMP
contents of this Administrator user. From now on the correct folder
should be used again.
