deleted owner user account xp

i've made a huge mistake and deleted the owner profile,
leaving only an administrator profile..which isn't fully
functioning without the owner profile..i guess.
how do i either, 1: create a new user profile so that i
can save settings once again..
or 2: get back the deleted one?

someone please help a girl out...

Once you delete the profile, it is gone.
The data may be safe if you chose that option.
Otherwise if Data Recovery is necessary:

The Administrator profile is fully functional.
What does not work?
From an Administrator profile you can create new profiles:
Open User Accounts in Control Panel.
Click "Create a new account"
Follow the prompts.

what i mean when i say the administrator profile isn't
fully functional...here goes..
shen i'm logging on..i click my user name..and this eroor
message comes up saying something like...failed to load
local profile, blah blah blah..then it goes on to say
something like...go ahead and use the administrator
profile, but when you log off all information will be
lost..and its true...even my desktop settings cannot be
saved..
Every time i log on..its like its the very first time over
and over again....the whole welcome to windows xp video
launches and everything...but doesn't give me the option
to create a new owner profile..
i've tried system restore...but it fails to restore every
time!
i'm guessing i have to re install xp or something, and
just consider all of my settings and documents gone?

Create a new profile and copy the data from old to new profile:

Once you are sure data is safe, the old profile can be safely deleted.
