deleted folder returned empty

accidentally deleted some (KAZAA) music downloads. on feb, 15th ( yes the recycle bin is empty )on feb, 16th i tried to play said music downloads and found them gone (folder, files and all.... gone ) i then did a systems restore to feb, 14th in witch the foder, files and not all were back. what i mean is that i got the folder and files back were they were before i deleted them BUT THEY WERE EMPTY. my question is this if the systems restore restored the folders to the original place why were they empty and HOW or CAN i get them back

System Restore is not intended for and will not restore personal data.

Assuming System Restore and other changes made since data was deleted
did not overwrite the deleted data, something here may help:

Hi,

System Restore does not retrieve deleted files/folders, it reverts to an
earlier system state. This only affects the core files, not ones you have
created or saved.

To try and retrieve your deleted files, you would want to use an undelete
utility. These are commonly available for free, and work on the premise that
the space the file formerly occupied has not been overwritten with new data
yet. Once that has occured, recovery requires more extensive (and expensive)
work with dedicated forensic tools by someone who knows what they are doing.
