Deleted Files Reappear

I did some searching around for this and found plenty of questions, but no
distinct answers.

I am looking at one station in particular, but this has happened with other
stations as well.

XP Pro, SP1a. I don't want my users to have any of the internet toys that
come with XP, so I have uninstalled outlook express, netmeeting, messenger,
etc using control panel, add/remove windows components. However looking
through the program files directory, I found the files for OE and netmeeting
were still there. So I deleted them. There was no error and I was able to
delete them. However the next time I look back in the directory, the file
are there again!

I have also seen this happening when I tried to delete all the extraneous
screen savers. It would make sense that if I delete a file I want it gone.
What do I have to disable to make Windows stop putting the files back? Is
there a way to stop this as a matter of policy at setup?

Windows File Protection will not allow you to remove them for good. Same
with Movie Maker...

Unfortunate, but expected, behavior.

So if there's no way to get them off the computer is there some way to
prevent users from running those programs?

Delete them from the dllcache folder first (or wherever
the duplicates are kept). Keep in mind that savvy users
will restore them from another PC. To really lock down
a PC requires a lot of effort!

And to avoid that, you should have the users not log on as a member of the
Administrators group. An Administrator can do anything - regardless of what
you put in place to stop them. By definition, they own the box.
