Deleted Files do not go to recycle bin

If I delete a file - it is forever gone, never to be seen again. The recycle
bin seems to be non-functional. I have checked the 'Properties' tab for the
bin and confirmed that 'remove files immediately when deleted' is NOT checked.

I am at a loss to figure out why my recycle bin is inoperative.

Can anyone help?

I haven't had this problem myself, but Kelly's tips are usually right
on the money, though navigating her site is far from easy.
