deleted control panel i cant access nothing help

Hi
Some how control panel was deleted and i can not access my programs accounts or users accounts can you help

Click Start, Run and enter CONTROL.EXE The Control Panel should open. For user accounts, you can use CONTROL USERPASSWORDS to open that application directly.
