Delete mode

For some reason I can't delete in explorer. How would I
enable it again??
 
I used the delete key, right click delete and the files
remain. It happens only in the temp internet files. We
just hooked up a network. Could that be the problem?
 
Maybe the files are open, or are protected. Check
their NTFS permissions!
