Delete Index.DAT

I've been advised to delete this file (also to delete the Temporary Internet
Files folder) because the Index.DAT is probably corrupted.
But Windows won't allow me to delete either.
I read a piece in Kelly's Korner advising me to use the Command Prompt as
follows:

C:\Documents and Settings\Owner\Local Settings\Temporary Internet
Files\Content.IE5
Type del index.dat , and then press ENTER. Exit the command prompt and then
restart the computer. The Index.dat file is re-created the next time that
you log on to the computer.

But I've been unable to type anything at the blinking cursor that it will
accept. Please advise me as to how I can delete this folder or this file.

Are you logged in as an administrator (or a user with these privileges)
when you are trying to delete this file? If you are not, then try
logging in as one and then try to delete the file from the account of
all users. I am assuming you are trying to delete the index.dat file in
the cookies folder?

If you are already logged in as an administrator then I suggest create
another user with these privileges and use this new account to delete
the index.dat from other users' accounts.

You could also try going into safe mode (F8 key at the start of cold
boot/shower!!) to delete the file.

The explorer.exe stops you from deleting this file and terminating this
process only removes everything from the desktop and you can't actually
do anything without it.

regarding a possibly corrupt Index.DAT. The problem is that I cannot delete
the Temporary Internet Files folder.

I know what you mean about closing Windows Explorer. I had hoped that the
Command Prompt option would work.

It was your advice and this link you gave me in response to my earlier query
regarding a possibly corrupt Index.DAT. The problem is that I cannot delete
the Temporary Internet Files folder.

I did. And I tried the Ctrl+Alt+Delete at Welcome three times. It still will
not allow me to delete the Temporary Internet Files folder. And I do have
administrative privileges. What am I doing wrong?

OK. I finally figured out that since I'm using XP Home, I had to boot to
safe mode. I was then able to delete the appropriate History folder. The
half-dozen URLs that were "stuck" in my Run drop-down have been removed. I
am grateful to all who offered their assistance.
