delete file from computer

im having problem deleting this file from my computer, i ran anti virus
program but it detected some adware name: Adware.LinkMaker with file name
V199.dll. i try with the software but it wont delete it, then i did manually
and it still there. even i opened the v199.dll with notepad and delete all
the codes nothing happen .so if you have any suggestion, let me know
