Delete cached copies of roaming profiles - fails / doesn't work

If you tried setting this option for a roaming profile via registry
entry DeleteRoamingCache, the local group policy, or active directory
gpo and it still doesn't work on a paticular PC then try this:
Log in with the profile in question.
Right click My Computer, go to properties.
Go to the advance tab, click settings.
Highlight the profile in question and click Change Type.
Change the type to Local and restart your computer.
After rebooting, log back in, change it back to Roaming, and restart.
My guess is that some other setting on the local PC that tell's
whether the account is roaming didn't get set for some reason because
the policy only works for roaming profiles, and the policy determined
that the profile was not roaming even though the status said
otherwise.
This was my solution. However rare it might be.

After a little research, I realized that the previous post procedures
did not fix it. All it did was allow the profile to logoff while it
was in Local mode. After changing it back to Roaming, I was unable to
delete the profile. BUT,

I did find a solution; however, I tried two different procedures
before testing so it could be one or both procedures that fixed it.

The first thing I did was uninstall the Video / Graphics Card driver.
This allowed the profiles to merge / replicate with the roaming
profile from the server. The roaming profile still loaded no matter
who logged in. According to the userenv.log, the profiles previously
weren't merging. Now they are. This I tested.

The next thing I did was install the driver again because there was no
alternate driver even though uninstalling seemed to help, however, the
problem still exists. Why won't the profile unload?

The driver is a: ATI FireGL E1 aka Fire GL E1 which is not signed by
Microsoft and is only supported by DELL.
Type of computer: DELL Precision 450

The other thing that I tried at the same time after reinstalling the
video driver was change all the services that were loading as NT
AUTHORITIVE\Local Service to load via Local System.

The strange part is that after individually setting each item back to
its previously broken state i.e. running a system restore to
re-establish the Local Service credentials, re-uninstalling the video
driver, and testing each configuration, the issue never arouse. The
roaming profile unloaded perfectly and DeleteRoamingCache policy
actually worked.

I actually couldn't reproduce the error. That really sucks.
The history on how the video driver got installed was I didn't know
what kind of video card it was. Dell's support site didn't list the
type of video card, nor did it say on physical card. I used trial and
error. Basically I installed several of the other drivers listed for
the type of computer I had. Maybe when I uninstalled and reinstalled
the video card, it cleaned all that up. At least it is more likely
that then changing the service credentials back and forth. I guess I
could dink around with the other video drivers to try and break it… Na

To make a long story short, try uninstalling and reinstalling the
video card. Don't change the profile status back and forth to roaming
and local. That doesn't work at all.
