Delegation not working

Hope you can help me please
We have a group that members of the helpdesk team are assigned to.
This group was a memeber of domain admins group until somone deleted a user
in AD instead of a PC they were ghosting so now they are not.

They need to change users PW so I delegated in AD from a DC logged in as a
Domain controller this to the OU containing the users accept that it is not
working.
Is there something I am missing.
I do not want to put the group back as Domain admins, it is just ricking too
much.

Nick did you used the Delegate of control wizard to delegate the group
ability to reset passwords for the OU that contains the users.
