Delegation error !!! Access Denied

Hi,

I delegated my technicien to be able to Join computers to
our domain. He's only members of Domain Users. But when
He entered his name and password to join a computer to
the domain, he got and error says "access denied". So, I
don't understand ! When you go on Delegation on the root
of the domain, there's only two choices and one of them
is "Join computers to the Domain", so where am'I wrong ???

Please, help me... I don't want my tech to be part of the
Domain Admin !!!
