Delegating rights on local computers

My company currently has a Group Policy in effect that
restricts users from certain actions. I need to give
users wrtie permissions to their C drive, but keep the
group policy in place. Can this be done from the domain
level? Thanks in advance for your help!
 
This can be done with in a Group Policy

Computer Configuration\Windows Settings\Security Settings\File System - Here
can you modify the ACL (Security) for example %SystemDrive% or
%ProgramFiles% etc.
