Delays when URL does not include "HTTP://"

I am experiencing over 1 minute delays accessing any site, on a broadband
connection, when I do not specifically include "HTTP://" at the beginning of
the URL (in the IE Adress field). With "HTTP://" the response is
instantaneous.

Any recommendations?
 
I found the solution in another thread. It was caused by the Windows Image
Acquisition service (and may be related to an HP printer that was recently
installed)...

Set it to start manually, too - right click, choose Properties, change
Startup Type. Stopping it may affect your scanner and digital camera image
imports.

I have the same problem but WMI stopping did not help... :(
