Delaying Network Interface Startup

Hi,

I need to delay the startup of my network interfaces until another
service starts. Specifically I have a personal firewall product that
starts as a service. However during the period after my network
interface starts until the firewall services starts there is a time
when my machine is unprotected. Granted this is a very short period
however I would like to eliminate this if possible.

Passing third party certification .. You can't get a firewall product
certified if it EVER allows traffic that is not in the rules
