Delaying a service in time increments

Does anyone have an idea, on how to dely a service from
loading by time increments.
I need to slow a crystal service from loading, since the
oracle service it depends on loads extremely slow and
somewhat branched.
Adding a dependency still does not help, since the crystal
service loads before the entire oracle package, causing it
to fail on the boot of the server.
Any help would be greatly appreciated.
