Degrade pictures by rotating?

Does rotating a picture in the picture and fax viewer degrade the quality? I suspect this is the case because the file size decreases significantly after the image is rotated. Is it like opening a jpg in Photoshop and resaving it (thereby re-compressing it, which degrades it)? If this is the case, no one should ever use the rotate a picture in picture and fax viewer unless they have another copy of the original. Thoughts?

Have a look at the data modified in Explorer. I suspect it must resave and
must cause some degradation. It certainly does if you rotate in PS File
Browser.
