Defragmenter laying down on the job

My disk is 29% fragmented, and every time I run defragmenter it runs for
about a minute then announces that it is finished. It always announces it is
finished when it is around 4%-16% defragemented. I have a 80gig hard-drive
70% full and it takes about a minute to get to about 12% through
defragmenting. It should take about twenty minutes to get 12% finished. Why
would it be 12% done defragmenting one second, then announce it is finished,
along with a report that says it is 29% fragmented?
I even tried rebooting my computer and clearing every unnecessary process
before I defrag my system (ie just leaving system processes - all antivirus,
email, etc shut down) and it does the same thing. What could be the problem
and how do I fix it?

Do Disk Cleanup first (Start>Run>cleanmgr [enter]) and make sure you've
gotten rid of all temp/temp.Internet files. You might want to also make
a nice new System Restore point and then use the More Options feature
of Disk Cleanup to delete all but that most recent Restore point.

Then try your defrag in Safe Mode.

Did you run chkdsk before defragmenting? Do so after a disk cleanup an
then defragment in safe mode. If it persists, download a third part
tool and run it, see if it does the job more efficiently
