Defrag completes but nothing changes

I tried running the disk defragger on my two hard drives last night. It
completed on both, and each time, the drive was just as defragmented as
before. I thought the problem was I was running on my boot C: drive, so I
tried D: and the same thing happened. After it ran, I ran analyze again and
it sais the drive should be defragmented.

What's the point of running it when it doesn't do anything? My D: drive has
data only, no programs, and is a backup of My Documents and my digital camera
image files, so "is use" files aren't an issue.

Are these drives almost full?
Disk defragment might not work properly with less than 15% free disk space.
