Defrag causing 100% CPU utilization

On a Windows 2000 Pro workstation using the FAT32 file
system, the defrag utility uses all available resources,
causing CPU utilization to reach 100%, and defragmentation
does not proceed.

I didn't see anything about this in the knowledgebase.
Any help would be appreciated.
 
Turn off antivirus and any firewall or applications open
in system tray.
