Defered Sending of Messages does not leave my outbox at all

I have set a rule that defers the sending of an e-mail by 5 minutes. When
the rule is inactive, my e-mails leave my outbox immediately. However, when
the rule is active, my e-mails does not leave my outbox at all even if you
wait for more than 5 minutes (I've been waiting for an hour already). I also
noticed that when the said rule is active, the details of my e-mail in the
outbox is displayed in bold face type and the icon is an open envelop. How
can I make the rule apply and ensure that my message leaves my outbox after
the specified time.

Do they get send after a manual and/or automatic send/receive interval?
