I use powerpoint in church presentations. This same powerpoint is then
incorporated into a video production. Unfortunately, images are overscanned
on the video. Can a default TV overscan border (TV safe area) be set in
powerpoint?

There are programs to "shrink" the video eg TMPVenc

however the simple solution is to show guides to deliniate the safe area.

View > grid and guides

ctrl/drag to create extra guides and them drag them to the appropriate place
on the slides (set as default)
