Modify the NLS: Time Zones component. Change the registry resource key
value to your time zone:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\TimeZoneInformation\StandardName.
You can either create your own component that has the registry data that
matches your target timezone or you can edit the MS component in Target
Desginer. (I prefer the first option since it will be available to more than
just the current SLX.)
