Default Start Page being reset upon IE start-up

Greetings.
With this problem, I'm about to dump Microsoft.
Please tell me why my Internet Exployer keeps
placing this file:
res://jgcnt.dll/index.html#96676
in my start up page.
This page is some link library that appears to be sponsored
by microsoft.
IE 5 did it, and with a fresh IE 6 installation, it
still does it. I've removed any reference to this file
from the registry, but every time I lauch IE 6, it
resets the default start page. This is particularly
annoying, because this also downloads the file jgcnt.dll
to my windows/system director.
Please help.

Nothing to do with Microsoft. You installed some scumware. See:
