Default Signatuer in Outlook 2007

I have just reinstalled Outlook 2007 to a new XP computer. I have
restored the PST files and Signatures into the original default
locations.

I can use the signatures, but the fields for setting any of them as
default are grayed out.

Is there some registry setting I mistakenly altered that is causing
this behavior?

If you create a new signature do the fields re-enable?
