default settings for MS Paint

Is it possible to change the default settings in Paint - both the
horizontal and vertical
boxes to be unticked, that is to obtain an uncentred image on opening
the prog.
Can anyone help

No idea what settings you may be referring to. Can't find anything like
that in the XP version of MS Paint. Images open in upper left corner by
default here.
