Default setting to show lists, rather than icons ?

Is there an INI file or some menu that will allow me to see lists by default
(rather than icons) when looking at folder contents in Explore and Outlook?

Set the Windows Explorer the way you like it.
Click Tool\Folder Options
Click the View button.
Click the Apply To All Folders button.
