Default seems to be absolute references?

When I am in workbook A, and I hit the "=" key and then
click a cell in another workbook B, the cell reference is
showing as absolute by default. I have to hit the F4 key a
couple of times before I can copy it as relative.

How can I change that behavior to be relative as the
default reference?
