If you make hidden files and folders visible, then under Documents and
Settings you should be able to see the Default User folder. This is what XP
uses whenever you set up a new account. I believe that you can modify this
by copying another user account onto the Default User folder. This will let
you modify what new users see.
You can copy user profiles from the System Properties box. The Quick Launch
Icons are stored in the Quick Launch folder in your accounts folder. A
search will turn it up, but you need to search for hidden files and folders.
So maybe make a new account, and then change only the quick launch icons to
the way you want them to appear. Then copy this new account to the default,
and now all new users will see the Quick Launch icons the way you want them
to, right?
