I have noticed that recently the behaviour of my 2 shared computers has
changed, possibly because of a windows update?

I have a shared folder that's shared across a domain for 2 other computers
to access.
simple file sharing is turned off The root folder lets say "share1" Has
full access permissions for administrators, users, everyone and system also
in the security tab. everyone has full access too.
Now If I download some new files into this folder from the internet, by
default "everyone" does not have full access. the Everyone group is not even
there by default, so i have to add it and then enable access. Quite tedious
when downloading many small files and cliparts.
I tried creating a new group based on the other other computers locations.
However when I navigate into the permissions menu and choose "locations" only
my computer shows up, computer2 and computer 3 are both not here, despite
the fact both are online and communciating with my computer..

I Need this folder and any new files placed inside it, to be available to
ANYONE, just like it used to be.

This behavior is consistent with some form of NTFS inheritance blocking.
Try:

On the Security tab for the shared folder click the Advanced button. The
Everyone group should have Full Control applied to 'This folder, subfolders,
and files'. If this is not the case, you can edit the permissions:

I already did that. it doesnt work.
It enables full sharing for all files inside the folder, but when i download
something new, that file has the default security settings NOT for everyone.

Try clearing the 'Allow inheritable permissions to propogate to this object'
check box and select Remove.

I can do that, and it works for everything currently inside the folder. Newly
downloaded things still have the everyone group not present though.
