Default home page

Somehow my default home page has been changed to an
undesired home page. Even in a type in a different
default home page and hit "apply", the home page reverts
back to the undesired home page whenever I turn the
computer off.

I have tried the repair utility on IE and also tried
reinstalling IE.

How can I change the default home page permanently?
