Default Home Page keeps getting changed!

After I reset the default home page, in the browser's
TOols|internet options,it works ok until I reboot. Then I
get this URL as my default home page.
res://mshp.dll/index.html#37049

I have tried remove this url from the registry keys, but
it doesn't help. Anyone else ever seen this?
