Default folder for PST file

Does anyone know how to chnage the location that outlook
stores its active e-mail pst file?

It is currently help in ...local settings\application
data\...microsoft\outlook

but i want to change it to look for active e-mail on a
network drive.

You can put it anywhere you want -- close Outlook, then move the file; when
you restart Outlook and it complains it can't find the file, point it in the
right direction. However, you should know that Microsoft does not support
keeping the .PST file on a network share due to the increased risk of file
corruption.
