Is it possible not to select a default email account so that each time, the
computer asks which account to send an email with?

In other words, can you not have any account set as default?

Thank you.

No, a default account is required for Outlook to process mail.

but if you have mulitple accounts you can, in the newly
composed email, select using the drop down arrow to the
right of the send button the account you wish to use instead
of the default

Depends on the version of Outlook. Many have an Account button to the right
of the Send button, not a down-arrow.
