Under date formating, the default option (the one with
the * at the top of the list) has recently changed from
*3/14/2001 to *3/14/01 (4 digit year to 2 digit year).
How do I ensure that it is 4 digits vs 2 digits? This
messes up formating in other sheets which I don't want to
go back and redo.

That is based on the date format specified in your OS settings. Go to
your Control Panel, open Regional and Language Options, select the
Regional Options tab if not already selected, click on Customized,
select the Date tab, and change the Short date format to M/d/yyyy, or
MM/dd/yyyy, whichever you prefer. Apply it. You should now see the 4
digit year at the top with an *.
