Default cell format in Excel

Why would Excel default to a display of (example) 0.03 when the number 3 is
entered in a cell? When the Format Cells dialog box is opened, the format
shows as General. This happens on every new and existing workbook on a
particular PC. Could there be a setting somewhere or is it a fault in the
program?

Correct the setting at:

<Tools> <Options> <Edit> tab,
And *Uncheck*
"Fixed Decimal Places".
