Decimal translation problem

Someone asked me the following question. Any suggestions?

Another problem is in scenarios with figures with a decimal, in English this
is a '.' (point) and in other languages, like dutch, it is a ',' (comma).
When I send a model to someone using the other decimal-seperater, the model
produces lots of errors (because a number becomes text). I think that Excel
should change this automatically. I don't know where to report these 'bugs',
do you? And if so, you probably never get an answer from Redmond.

The "someone" should use their native decimal separator.

XL automatically converts the decimal separator, based on the user's
regional settings.

Numbers never get converted to text by XL based on the decimal
separator. It is true, however, that if the *user* enters numbers as
text, XL isn't prescient enough to override his or her choice.
