DCs and network browsing

If I take one DC offline (the one that was installed
first)the second DC does provide DHCP and DNS fine.
I can browse to the various computers on the network but
when I try access another computer, the data server, for
example, I can't access that server.

The first DC created has all of the FSMO roles for the
forest and Domain if you only have one domain. By taking
it offline you are not getting any of the FSMO services
that you require to gain access. Try making the second DC
a Global Catalog server. Then after replication has
completed and the Second DC is a true GC take the first DC
offline and see if you can gain access.
