Is this service necessary on a stand-alone computer connected to the
internet via DSL ?? AFAIK, the IP address is static. TIA (and a great
group to boot).

Yes, because your computer usually gets its static IP address from the DHCP
server at the internet provider's site. Sometimes, the paperwork you get
from them lists your IP address, in which case you don't need DHCP, and you
merely add the address to the HOSTS file.
