DCDIAG replication error

Scenario: Win2000 forest all native mode. The forest has an empty root
domain with 14 child domains. The forest was then upgraded to 2003 on 11/7.
All DC's appeared to successfully replicate before and after. Good entries
in the Directory Services logs. Root domain and one other child domain have
been upgraded to 2003 since that time.

At the root domain site DCDIAG says for one 2000 child domain
"REPLICATION_RECEIVED LATENCY WARNING" and "Last replication received from
child_dc_name at 2003-11-17 08:50:21" on both DC's for that site/domain. I
have run replmon and that site has a designated ISTG, tried to force
replication both directions with repadmin, removed and reset the site links.
That child site also had one global catalog. FSMO roles are set properly at
that site/domain. The network admin for that child domain says they have
not made any network changes.

Any troubleshooting tips or resolutions are appreciated.

Another note. REPLMON does show configuration and schema successfully
replicated today for the child domain, but DCDIAG evidently disagrees with
it. I don't get it.
