DC not responding to mail server

When trying to start my Exchange services on the mail server, I get the error stating that the System Attendant failed to start due to error %%0. Looking in the event logs it states that the DC is not responding to the mail server. In the event logs on the DC it states the the mail server was denied access. Any ideas?
